"Dade Bar President Kendall Coffey said many needy people work and have some income, but lack the cash resources
to initial pay full market rents or to furnish deposits for security or electricity. But with the Special Housing Program, those initial deposits aren't required. As a result, the project enables a person with a low income to secure housing well below market rates."

As Mr. Coffey correctly notes, the problem is not a shortage of qualified minority and female lawyers; it's that too few seek judgeships. Diversity also needs to be a goal for appointments to local Judicial Nominating Commissions and for those doing the hiring throughout the justice and law-enforcement systems.
